Do I need a specific tech stack already in place?
No. This works with the tools you already use. The point is connecting and automating what's there, not replacing it with something new.
How is this different from having a custom internal tool built?
This connects and automates steps in a process you already run. A custom internal tool is new software built from scratch for a workflow that doesn't have one yet. Some engagements end up needing both, decided on the scoping call, not guessed at upfront.
